She's a dragon, she wants what she wants and is never really patient about it. But she isn't letting it show, and she isn't going to make any moves until she's certain she has him for sure. It's just another lure and temptation to make him stay. The more reasons he has to stay, the better. At his words, though, she nods. She's aware of how much the city needs such services.
